Why Gulf-based investors choose EB-5

The UAE's Golden Visa program offers long-term residency, but it does not confer U.S. immigration status, and it doesn't solve the underlying goal for many families: access to U.S. education, healthcare, and career mobility for children, or a long-term base outside the region. EB-5 is one of the only investment-based routes to a full, unconditional U.S. Green Card — not a temporary visa — for the investor, their spouse, and unmarried children under 21.

Because Dubai's population is majority expatriate, we work with two distinct groups: UAE and other GCC nationals investing directly, and the large expat community (particularly from India, Pakistan, the Philippines, Egypt, and the UK) using UAE-based assets and banking relationships to fund their investment. Eligibility and any visa backlog considerations are generally based on the investor's country of birth, not their country of residence — Indian-born expats living in Dubai, for example, should also review our India-specific guidance.

Structuring the investment: asset-backed and transparent

Healthcare real estate resonates with many Gulf investors because it is a tangible, operating asset producing income from an essential service — not a speculative security. Every xHealth Capital offering includes:

  • The underlying real property and facility being financed
  • A licensed, experienced healthcare operator with a specific business plan
  • Independent job-creation methodology prepared by a qualified economist
  • Full financial projections and construction/operating milestones

A note on Sharia-compliance

Some investors ask whether an EB-5 offering can be structured to align with Islamic finance principles. This depends on the specific offering's debt/equity structure and return mechanism, and should be reviewed directly with our team and your own Sharia advisor before committing capital — we're happy to walk through the structure of any project you're considering.

Moving funds from the UAE compliantly

The UAE has no capital controls comparable to some other jurisdictions, which simplifies outward transfers, but U.S. banks apply enhanced due diligence ("EDD") to large incoming international wires — especially from the Gulf region. To avoid delays:

  • Wire funds from an account held in the investor's own name, matching the name on the EB-5 subscription documents
  • Prepare source-of-funds documentation in advance: business ownership records, audited financials, property sale agreements, salary/employment records, or brokerage statements
  • Work with a bank and immigration attorney experienced in cross-border EB-5 transfers from the UAE specifically

Full documentation standards are covered in our source-of-funds guide.

Frequently asked questions

Yes. EB-5 eligibility is based on nationality and lawful source of funds, not country of residence. Both UAE nationals and the large expatriate population living in Dubai and Abu Dhabi regularly invest in EB-5 from the UAE, subject to their home country's EB-5 visa category backlog.

Healthcare real estate is an asset-backed, income-producing investment in a tangible facility, which aligns with principles favored by many Islamic finance investors. However, whether a specific EB-5 offering structure meets an individual investor's Sharia-compliance standard should be reviewed with a qualified Islamic finance advisor and the specific offering documents.

Funds are typically wired from a UAE bank account in the investor's name directly to the project's escrow account, accompanied by source-of-funds documentation. Because U.S. banks apply enhanced due diligence to large international wires, working with a bank experienced in cross-border EB-5 transfers and preparing documentation in advance helps avoid delays.
